Weather Underground Launch Interactive Map for the OAR

Esri GPS Base Station Joins National Network
Redlands, California - Esri recently installed a GPS base station to assist its GIS developers and to support surveyors, engineers, scientists, and those in public works and public safety in the community surrounding the Esri campus in Redlands, California. The base station, named GISA, has been accepted by the National Geodetic Survey (NGS) and incorporated into the national Continuously Operating Reference Station (CORS) network.
"GPS, originally designed as a US Department of Defense system, has become part of everyday life, with the technology in all types of devices from smartphones to shipping containers," said Brent Jones, Esri surveying and engineering industry manager. "The Esri GPS base station is a great benefit to the community, as professionals can use it in surveying and positioning to achieve accurate locations in real time."
Mounted on an Esri owned building in Redlands, GISA operates a Trimble NetR9, dual-frequency GPS/GNSS receiver with Zephyr Geodetic Model 2 antenna. GISA broadcasts real-time GPS/GNSS data on the Internet in industry standard Radio Technical Commission for Maritime Services (RTCM) formats, which allows GPS users to obtain real-time centimeter positions. The City of Redlands allowed access to the Redlands Municipal Airport for testing of GISA. Allen Instruments and Supplies of Anaheim, California, performed a terrestrial laser scan of the GISA site to ensure that satellite signals would not be obstructed by the built and natural environment around the station.
GISA stores GPS and Global Navigation Satellite System (GNSS) signals in data files on a secure Esri server accessible to the public via the Esri website gnss.esri.com.

Bluesky Launches Solar Mapping Marketing Service
Coalville, Leicestershire, 10 May 2012 – Aerial mapping company Bluesky has launched a new solar power marketing service that pinpoints properties with the greatest potential for solar power generation. Pre-addressed postcards sent directly to home owners show their property from the air and include predicted power generation from solar panels. These customisable mailing campaigns can be produced by Bluesky for solar panel installers, power companies and others promoting solar energy, such as local councils.
Bluesky has a unique method of calculating the potential for energy generation from solar panel installations on individual properties using their own countrywide aerial photography and 3D computer models. By combining this highly accurate geographic data with advanced georeferencing techniques Bluesky is able to produce property specific information for the mailing campaigns.
The targeted, easy to understand marketing materials highlight the potential for power generation from solar panels in an easy to understand map form. The postcard, or other mailing document, details the number and type of panels the property could accommodate and shows how the house compares to other properties in the same street.

Location-Based Advertising Will Account for 28.3 Percent of Mobile Ad Spend in 2016
Gothenburg, Sweden - According to a new research report from the analyst firm Berg Insight, the total value of the global real-time mobile location-based advertising and marketing (LBA) market will grow from € 192 million in 2011 at a compound annual growth rate (CAGR) of 91 percent to € 4.9 billion in 2016. This will then correspond to 28.3 percent of all mobile advertising and marketing. This means that location-based advertising and marketing will represent more than 4 percent of digital advertising, or 1 percent of the total global ad spend for all media.
The report predicts a rapid uptake of location-targeting among mobile advertisers after having remained on an experimental stage for several years. “The growing attach rates of location technologies in handsets and the increasing consumer acceptance of location-based services in general are the main game changers”, said Rickard Andersson, Telecom Analyst, Berg Insight. Targeting by location in combination with other contextual and behavioural segmentation greatly enhances the relevance of mobile advertising. “Major brands are progressively embracing location-based advertising across the range of mobile formats, and LBA also opens up the mobile channel for new advertisers such as local merchants”, said Mr. Andersson. He adds that SMS, mobile search and coupons have emerged as important high-volume LBA formats.
The LBA value chain is still forming and there are a large number of players involved in the ecosystem. Since the value chain is fragmented and the industry has not yet reached maturity, many different roles are involved. Major digital and telecom players such as Google, Apple and Nokia are competing to gain market shares in the space alongside mobile operators, LBS players, location-aware apps and media, mobile coupon providers, mobile search companies and proximity marketing providers. There is further a range of specialised LBA actors, including Placecast, xAd and Xtify. The traditional mobile advertising providers have also intensified their focus on location targeting, in some cases even through acquisitions. Further consolidation is expected as small players with innovative advertising solutions are absorbed by larger players in the industry.

Pleiades-1 was launched on December 16, 2011, and can provide orthorectified color data at 0.5-meter resolution and revisit any point on Earth as it covers a total of one million square kilometers (approximately 386,102 square miles) daily. In addition, Pleiades-1 will be capable of acquiring high-resolution stereo imagery in just one pass, and can accommodate areas as large as 1,000 km x 1,000 km.
DEIMOS-1 is the first private satellite in Europe that carries a multichannel optical sensor, and was designed to obtain imagery for terrestrial vegetation cover analysis. It employs a 600-kilometer extent that allows repeated views of an area at a high temporal resolution and a reduced cost.
The VisionMap A3 digital aerial camera covers a larger area than most aerial cameras, with a footprint of 60,000 pixels across flight track. Its long focal length enables the capture of high-resolution imagery from higher altitudes, simplifying the flight planning and operations of survey projects. Additionally, the A3’s wide field-of-view (up to 109 degrees) allows it to collect multi-directional images of each point in both vertical and oblique angles.
LPS 11.0.5 also expands users’ choice of input devices. In addition to the existing support for the Leica Topomouse, LPS now also supports the Z/I Mouse, a high-precision, 3D mousewith anadvancedergonomic design that enables streamlined motion to accelerate data input and increase user productivity.

New York State License Provides ArcGIS Access to All K–12 Students
Redlands, California - May 08, 2012 - With the recent signing of a statewide license for the unlimited use of Esri's ArcGIS software, more than 2.7 million K–12 students in New York State (NYS) now have the opportunity to learn and apply geospatial concepts.
"Many educators recognize the ability of GIS to enhance all classes, so the interest in using GIS in schools continues to build," said Charlie Fitzpatrick, Esri K–12 schools program manager. "Making GIS available to all grades, all subjects, and youth clubs enables students in New York to integrate knowledge and develop problem-solving skills that lead toward a vast array of careers."
The GIS license agreement includes administrative use as well as classroom instruction throughout New York's K–12 state system and is available to recognized state youth groups, such as the 4-H Club, scouting organizations, and Boys and Girls Clubs.
The license agreement was made possible through the collaborative effort of the New York State GIS Association, New York Institute of Technology (NYIT)/NYS Teacher Centers (NYSTC), and individuals from universities and organizations in New York. Together, this NYS Esri K–12 Consortium is responsible for initiating, coordinating, and promoting Esri GIS K–12 program activities and professional development for teachers throughout New York State.

Amy Work, GIS analyst and education coordinator at the Institute for the Application of Geospatial Technology (IAGT) in Auburn, New York, serves as one of the individuals implementing the license throughout the state. "We hope to introduce new educators to the many benefits of using GIS in the classroom and provide those teachers currently using the technology with the opportunity to advance their efforts without worrying about costs," said Work.
The NYS Esri K–12 Consortium recently conducted three webinars to promote GIS awareness in the state's education community and will soon begin a series of teacher training sessions. Work is also encouraging New York's K–12 educators and GIS professionals to join Esri's GeoMentor program so that they can work together to support GIS education in the classroom. She believes that science, technology, engineering, and math (STEM) classes, as well as history, English, and language arts, will benefit from the addition of GIS to the curriculum.

eQuest Releases Employment Index Results for April 2012

The United States eQuest Employment Index showed a minimal gain in the month of April moving from 106.26 to 106.42. The April gain was achieved with a small increase in overall job postings across most tracked industries but led by a large jump in the retail sector. Energy and Healthcare continues to be the industries with the highest indices. The Government industry was again the industry with the largest move down in the overall index rankings.
The top three Industries in the Unites States for overall job posting volume in April were Healthcare, Energy and Biotech. Production and manufacturing-based industries continue to occupy the bottom of the Employment Index driven by a continued lack of a significant number of new positions being added to the marketplace and a consistent level of higher applicant traffic. Geographically, all states continued to show growth but the largest growth numbers were within states already showing better hiring conditions. The states with the highest hiring demand in April were Idaho, New Mexico and Washington while Missouri, Mississippi and Alabama continued to show the lowest demand indices.
The United Kingdom had a small downturn in April due to a reduction in job postings with steady applicant response rates. The net result of these effects was an increase in the UK Index from 98.36 to 98.12. While the number reflects a marginal overall decrease, the gap between locations that are hiring and those that lack job availability continue to grow. Index values continue to vary widely in the UK ranging from 116.61 at the top to 80.05 at the low end of the spectrum. Eden, East Devon and Ryedale again posted the highest overall demand values while Nottingham, Kingston upon Hull and Liverpool continued a more than year long position at the bottom of the regional list for candidate demand. Even during a month of a UK downturn, London continues to show strong positive signs of growth with increased job volume and reasonable applicant traffic.
The eQuest Employment Index shows the spending patterns of the Fortune 500 as measured by job posting activity month over month. The index derives its findings from algorithms based on the supply and demand of open positions posted to the internet relative to the number of responding candidates. A target index of 100 reflects relative balance in the number of applicants vying for each open position posted. The data to create the index is derived from thousands of monthly job posting transactions. Reporting includes analysis by geography and industry segment, using the US government’s Standard Occupational Codes (SOC) in major metropolitan areas, states and over 950 job classifications.

GSDI 13 Conference Connects Government and Industry
Redlands, California - Government, commercial businesses, community leaders, nongovernmental organizations, and the academic community will gain an understanding of the breadth of geographic information system (GIS) solutions available for implementing a spatial data infrastructure (SDI) at the Global Geospatial Conference 2012 (GSDI 13) being held May 14–17, 2012, in Québec City, Canada.

SeaSketch Will Aid Marine Spatial Planning Around the World
Since 2009, a free Web-based marine mapping and spatial planning program created by UC Santa Barbara scientists has proved to be an essential tool for fishermen and other stakeholders along the California coastline. Now, the next-generation tool is going global.
Thanks to a $500,000 gift by Jack Dangermond, the president and founder of Esri, the world's largest geographic information systems (GIS) software company, Will McClintock and his team of researchers at UCSB's Marine Science Institute are finalizing SeaSketch –– the next generation of MarineMap. SeaSketch will allow people all over the world, even those who are not experts in GIS applications, to create plans designed to protect marine life based on scientific values and governmental policies.
"This application is meant to invite anybody –– regardless of their technical ability –– to the table to draw plans that are automatically evaluated based on objective science," said McClintock, a project scientist at MSI. "Objective science and its criteria tell you right after you've drawn the plan how well it meets science and policy guidelines, and what the economic impact will be to fisheries."
The gift from Esri came about as a result of Dangermond's visit to UCSB in 2011 to meet with Michael Goodchild, the Jack and Laura Dangermond Professor of Geography. When Goodchild learned that Dangermond wanted his company to tackle an oceans initiative, he introduced Dangermond to McClintock.
"When Jack says he wants to take on oceans as a new initiative, it's a big deal," said McClintock. "When my team showed him the application, he said, ‘MarineMap embodies the concept of GeoDesign, something I've been talking about for years.' "
McClintock's MarineMap program provided the conceptual foundation for SeaSketch, a more ambitious application. "We wanted to do this in such a way that it results in conservation benefits in places like the Galapagos, or New Zealand, or Madagascar," McClintock said. "So the half-million dollars does that. Not by itself, but it allows us to leverage additional funds."
Soon after receiving the commitment from Esri, McClintock received a call from an official in the Department of Conservation in New Zealand. "They said, ‘We want to do this,' " McClintock said. "They had seen MarineMap two years before and they'd wanted to do it then, but couldn't afford it. Jack's money made that possible."
The MSI scientists are customizing a SeaSketch program that will address the needs of New Zealand –– "the entire country," according to McClintock. "They have a mandate for ocean conservation planning, to set up conservation areas throughout the entire exclusive economic zone," he said. "SeaSketch will allow them to do their own designing. New Zealand recognizes that, in order for these plans to have the greatest chance of success, you have to let the stakeholders create the plans."
The researchers hope to formally launch the application in August, about the same time that New Zealand will be unveiling its plan for comprehensive marine spatial planning in the Hauraki Gulf near Auckland. "We'll launch it first in New Zealand, but anybody will be able to go in and define study regions. You could go in and say, ‘I want to be planning in Alaska.' If you know where the data are, you can start pointing the application at various sources that are already out there on the Web that are accessible. And you can start immediately drawing plans. Or we can help you with it."
In addition to the New Zealand project, McClintock has been asked by the prime minister of the Cook Islands to help create a plan that will cover a 1 million square kilometer marine park that's been proposed for the South Pacific country. "It's pretty exciting," McClintock said. "The reason they want to do this is that these Pacific island nations have the most to lose when it comes to the rise in sea levels."
McClintock and his SeaSketch application also will be participating in a partnership with the United Nations Environment Program, as well as with Ben Halpern of UCSB's National Center for Environmental Analysis and Synthesis, and Steven Gaines and Christopher Costello of UCSB's Bren School of Environmental Science & Management. "If you want to do the best possible marine spatial planning in the world, that is the A-Team," McClintock said. "It's the world's best combination of science data and tools required for marine spatial planning."
